Yes, this is possible.  I have a Tcl policy I call the EEM Remote Command Shell at http://www.cisco.com/c/en/us/products/ios-nx-os-software/embedded-automation-systems/eas_sol_downloads.html that can do this.  Technically, it just runs CLI commands, but those commands could invoke a remote Tcl script or EEM Tcl policy.
