Personally regarding changing TCP windowing on the router I'd prefer not to alter those settings since an application may use more BW and deny some resources for other applications. Certainly if you want to change the TCP windowing on the router that can be set to the max amount that you plan to use, see below:
ip tcp window-size
To alter the TCP window size, use the ip tcp window-size command in global configuration
mode. To restore the default value, use the no form of this command.
ip tcp window-size bytes
no ip tcp window-size

the actual scenario is that...i want to dec the window size in order to fix the BW consumption by different applications....
but i dont know where to do these changes??
can u plz tell me the actual path,where i have to change..

I rahter use CAR (rate-limit)
instead of decreasing the window size.
