Would it suffice to turn on the device(s) web server (s) and use that interface? 'ip http server' is the configuration command. Once you then browse to the device, one can enter all commands one would normally pass over telnet (via http instead of into vty port).
Remember, both default telnet and http are unsecure. I recommend using ssh and https wherever possible to secure your control plane.
