Can threshold breach notification be configured and monitored via DFM, if i dont have HUM.

It depends on the threshold. DFM will monitor certain attributes by default, and trigger events if configured thresholds are violated. For example, you can configure an interface utilization threshold of 60%, and when that is crossed, a HighUtilization event will be fired.

However, you can't monitor arbitrary SNMP objects for threshold violations.

Can DFM monitor the CPU and memory utilisation threshold.

Yes, it does this automatically as well. The free memory and CPU utilization thresholds can be configured.
