whether 3DES is Default encryption on PIX 515 and is 3DES Legally available in India or not ????

It depends on the pix licence purchased. You can check by issuing show ver on your appliance, also you can get FREE 3DES/AES from the following URL:
https://www.cisco.com/pcgi-bin/Software/Crypto/crypto_main.pl?prod_refer=pix3des
