Can I have two firewalls in redundency mode, one firewall with IPS module and another with out IPS module?
I know when Primary fails another will not have IPS functionality but is this supported?

no, that is not supported. You need modules in both ASAs. What you could do is to only license the IPS in the primary ASA to save on the subscription-costs.
