Is it possible to Telnet to the managment interface from the outside interface? I have seen a few posts that explain how to do it using SSH, but I would like to use Telnet, I understand that SSH is more secure etc, but I have genuine reason for telnet access.

If Im not mistaken, you can establish a vpn connection to ASA outside interface then telnet inside interface after configuring "managment-only" keyword
lower security zone is not allowed for telnet by ASA.

Yes, it is possible if you configure VPN IPsec on the outside interface and when you define interesting traffic for IPSec encryption allow the traffic for telnet to outside interface of ASA.
