Because the boot variable string is still in Bundle Mode.

Boot the packages.conf file again and change the boot variable string.

conf t
 no boot system flash bootflash:filename.bin
 boot system flash bootflash:packages.conf
end
wr

Unfortunately after successful boot i tried to remove configs by “write erase” and installed other OS and reboot … now manual boot doesn't work too

What method was "installed other OS" conducted, Bundle Mode or Install Mode?

I'm gonna suspect it is Bundle Mode.

Thank for your help … i resolved that by your suggestion
