We have several Site-to-Site VPN-Connections to our ASA 9.6.4. Is it possible to configure the ASA to operate as VPN responder only?

Hi,
I believe this is only achievable using a VTI, it would be configured under the ipsec profile. E:g-
crypto ipsec profile IPSEC_PROFILE responder-only
Your ASA version 9.6.4 doesn't support VTI, as this was introduced in 9.7

You can configure it as part of your crypto map:
asa(config)# crypto map VPN 10 set connection-type answer-only
