Cisco Room Kit 802.1x Failing

802.1x on our network is working on the majority of VTCs, however, it seems that the Cisco Room Kit (EQ, Plus etc...) are not working. 

802.1x Authentication enabled, use client cert enabled, capf cert pushed etc...

A pcap on the switch port shows EAPOL Identity requests coming from the Switch multiple times but no response from the Codec and it eventually fails. 

We've tried on RoomOS 11.24, 11.20 and 11.9 with no luck. 

has anyone ran into issues like this?
