We are moving locally managed (FDM) FTDs to FMC. We are choosing to re-provision rather than run the migration tool. What is the best procedure to follow in terms of re-licensing the FTDs. Is it best the deactivate the license in FDM prior to switching the FTD to be managed by FMC? The FDMs and FMC are registered to the same Smart Acct. I'm thinking deactivating the licenses in FDM will free them up so they'll be eligible to be handed out by FMC

FDM is an on-device management tool; you do not need to de-register the License. Install FMC, and you need to register the FTD with FMC (I was not sure about this since this required FTD configuration bit)
when you install FTD, you have selected on-device management or FMC management; since you selected FDM, you may need to change this to FMC management with register with manager registration.
If the smart account is set up with FMC, it will sync with your device that is already registered for the License.

I went through this in a lab. The FTD cli warns you to disable the licenses in FDM before deleting the local manager. It wasn't obvious to me how to delete the assigned license in the Smart License Portal if you miss this step.

If you do not release your license from FDM, it will show as registered with FDM in the Smart Licensing Portal.
Therefore, first remove Smart Licensing from FDM and register FMC through Configure manager.
Then, go to the FMC > License > Smart License menu and enter the Token created in the Virtual Account of the Smart Licensing Portal into FMC.
