Firepower to FTD

Hello, can someone who had purchased Firepower licenses but hasn't deployed Firepower yet use them with FTD instead?

No - they are different licenses.

The cost is different and Firepower uses classic licenses (PAKs) while FTD uses Smart Licenses.

Your reseller may be able to get Cisco approval for a return and re-purchase exchange in the interest of customer satisfaction but there's no guarantee of that happening.
