Hi
I have Cat6509 with IDSM-2 in PwdDown state.
How can I power up the blade ?

I believe issuing a reset command to the IDSM-2 from the Catalysts CLI will do this.

Catalyst Software
To reset the IDSM-2 from the CLI, follow these steps:
Step 1 Log in to the console.
Step 2 Enter privileged mode:
Console> enable
Step 3 Reset the IDSM-2 to the application partition or the maintenance partition:
Console> (enable) reset module_number [hdd:1/cf:1]
Cisco IOS Software
To reset the IDSM-2 from the CLI, follow these steps:
Step 1 Log in to the console.
Step 2 Enter privileged mode:
Router# configure terminal
Step 3 Reset the IDSM-2:
Router# hw-module module module_number reset [hdd:1/cf:1]

I tried with:
sw# hw-module module 8 reset
but the response was
module 8 is operationally off (Module Failed SCP dnld)

Unfortunately, I don't have a lot of experience with this.
You have, IMHO, two options at this point:
1) Wait for an answer to your post from a more knowledgeable member of the forum (or Cisco); or,
2) Open a TAC case and get immediate support.
The choice is yours. Sorry I cannot be of any help...
