I have a question about WLC9800 <-> ISE's TACACS integration.

I want to connect WLC9800 and ISE with TACACS.

Documents I referenced is

I followed that document, but I connected to WLC with SSH,
When ENABLEd

'%Error in authentication.'
A phrase appears
It does not enter ENABLE mode.

Please respond if you have a solution.
