You need to look what FDM and FMC can do, if that FDM able to do that task for you, you can do.

Friends don't let friends use FDM.  Deploy FMCv or use cdFMC.  You will QUICKLY run into a feature you want that is just not available on FDM or requires API to configure.

I agree with @ahollifield although FDM would work in your case FDM does not fully support all the features that the FMC does. FMCv licenses are not expensive, so imo FMCv would be the way to go. However, if you don't want to go through the admin works of preparing the FMCv, host it on your hypervisor, maintain it, backups, etc then as @ahollifield mentioned you can explore the cloud delivered FMC option.
