Regarding commited rate option in QOS ASA

We plan to configure QOS on ASA 5525 but one doubt.

what is committed rate in QOS policy.

If we give the particular rate in committed rate is it going to reserve it regardless of traffic is there or not.

Or this committed rate is free if there is no use or traffic is there.

We planned to reserve the bandwidth if there is traffic(VC) on the link(Source-Destination)

Kindly confirm.

Traffic over the specified limit is dropped (policing), buffered(shaping) or prioritized.

For instance in the following example the traffic selected by Class-Policy will be policed to 1mbps (not taking bir in consideration).
The rest of the traffic will go to class-default and have a best-effort delivery if not configured otherwise.
ciscoasa(config)# policy-map POLICY-WEB
ciscoasa(config-pmap)# class Class-Policy
ciscoasa(config-pmap-c)# police output 1000000 conform-action transmit exceed-action drop
