Does anyone know if VMS 2.3 can be installed on 2003.

I don't believe so. I've attempted to install it on 2003 and it refuses to install.

VMS 2.3 can only be installed on Windows 2000 sp4. The replacement product for VMS called Cisco Security Mgr (CSM) will be supported on Server 2003. CSM will be available tentatively around early 2006.
