Is this a 9500 High-Performance model? 

9200/9200L and 9500 High-Performance uses a different command: 

install add file bootflash:<FILENAME> activate commit

Depends on what firmware you are using and what firmware you are meant to go.  

The current firmware is an "private" (or CLOSED) beta, 17.5.X.  

IF the jump is from 17.5.X to another 17.5.X then ISSU will not work (unless the "rules" have been changed in the software).

The IOS version that you are using first of all is experimental, I suppose you had a bug and a special image was provided, that command you are looking for is not available for that IOS version 17.5.x in a C9K so I do not know what device you are Using, using ISSU would only work for you if you are occupying a StackWise Virtual and since it is an experimental version I am not sure that it works without any issue so I suggest it to be with the traditional method, the commands for 17.xx should be the same
