I suggest you repost as a question in the discussion forum for more visibility.
As Shaun's linked doc indicates, EPC has limited support on certain platforms only as of 12.4(20)T.
Also note that some newer switches (like 4500X or 4500 with Supervisor 7) have Wireshark support directly built in to IOS-XE when using ipservices image.
