The %SYS-5-MOD_NOSCPPINGRESPONSE: Module [dec] not responding... resetting module error message indicates that a module does not respond to the Supervisor Engine after three attempts to poll the module. [dec] represents the module number.
The Switch-Module Configuration Protocol (SCP) is the communication protocol from the active Supervisor to all the line cards. If the keepalives fail more than a certain amount, the Supervisor will trigger a reset of the modules.
Sometimes, the WS-X6148-45AF module can reset with this error:

Bad hardware is not the reason for this reset. This problem occurs if one or more ports on a particular linecard flap abnormally with a high rate. Other causes for this may be traffic flooding the Ethernet Out Band Channel (EOC) where the keepalives are sent.
To fix this issue, upgrade the Catalyst Operating System (CatOS) software to one of these versions or later:
As a workaround, check the link change counter in the output of the show counters mod/port command. A large number of link changes can cause the linecard to reset. Resolve the issue of frequent link changes to avoid a reset of the linecard.
