The Users receive the PLATFORM-4-ELEMENT_WARNING: warning messages on ASR 1001 platform

Core Issue:

1)User receives the %PLATFORM-4-ELEMENT_WARNING: messages on console/terminal of ASR 1001 While Performing an OIR on the SPA and High cpu is seen upon re-insertion.

 

2)On ASR1001,high CPU spikes observed on the RP at the cmcc process.

Example:

 

Resolution:

Reload must be issued to clear the high cpu.

I am getting below alert on router also CPU utilization is reached on pick. "%PLATFORM-4-ELEMENT_WARNING: SIP0: smand: RP/0: 5-Minute Load Average value 5.91 exceeds warning level 5.00' Kindly suggest me to resolve this issue.
