NSO Tailf-hcc 5.0 Deployment

Looking for an in depth guide for deploying tailf-hcc for NSO beyond version 5.4 (which would be 5.0 of tail-hcc). When I try to execute hcc enable and hcc vip-address, I can commit those changes but real change does not seem to take place. A VIP interface does not seem to come up.

This document may be for an earlier version of the package. For example 'ha commands activate' is no longer available as a command.

For the log, I believe the issue was that HCC did not have permission to add the VIP address.
