Will nso have api can directly operate devices, without using the service

Will nso have northbound api (like REST) can directly config devices, without using the service,    in other words, I do not need to define the service to operate the device，the effect is similar to config device directly on the nso cli?

Yes, the NSO NBIs - RESTCONF, NETCONF, etc. lets you interact with any YANG model in the system - device models (from the NEDs) as well as service models.
