Client CCO issue

My client want to apply CCO account and it has download Firmware right. What can  I do for our client. 

The user has bought Cisco products but these product's right is binding on vendor.

We want to apply a CCO account for my user. And this CCO account has the right of download IOS. What can I do for my user?
