layer 3 port-channel with OSPF running does not pass traffic when one of the links in the port-channel go down

we have two dark fiber links between two sites , we have bundled the two dark fiber links into a layer 3 port-channel and configured ospf between the two sites .   this is how the setup looks like, site 2 utilizes site 1 wan to send their traffic out.

wan ------ site 1 (9500-40X) ------------ two dark fiber links bundled in layer 3 port-channel running ospf --------------------site2 (9500-16X).

the issue is when our customer tries to disable one of the dark fiber links between the two sites , site 2 traffic does not go through.  what could be the possible reason for this ?

any help would be greatly appreciated .

I do not see any issue on the setup, Do you see the port gone down ? both the side if some one remove the cable

Can you post relavant configuraiton along with show etherchannel summary both the side.
