Rx Power Low on ME3400/1000BaseLX

We just had a new run of fiber patched into our cage and along with it, we installed a new SFP (non-Cisco, GLC-LH-SM-C2G) into our ME-3400EG-2CS-A (12.2(58)SE2). After installing the SFP I changed the media-type to SFP and can confirm through interface capabilities and interface status, that the transceiver is detected properly:

However, as you can see, there appears to be a Layer 1 issue causing the interface not coming up. The fiber is terminated into our cage using SC connectors, so we have a patch to LC. We have done some loopback tests to the other equipment and the interface comes up and we get good readings, before and through the patch. The run is only 535ft between the devices, so the long haul SFP is overkill but I wasn't able to identify any single mode short run SFPs, so LH/LX is what I went with. However, when we run the loopback to our new SFP, the interface doesn't come up.

 

That all being said, I am thinking that the SFP is just bad. We are going to be swapping it out as well as trying a Cisco brand and as a last resort a SC fiber media converter to go to copper to the switch and eliminate the LC patch. I just wanted to see if there were any other thoughts/things I might be missing. I don't have a lot of experience with fiber so I couldn't really pinpoint anything else outside of a faulty SFP.
