We are going to buy a Cisco C9400 with C9400X-SUP-2XL supervisor which has 4 10/25G ports and 3 40/100G ports.
we want to use the three ports with 100G as 10G only, so i wonder if it's possible and what do we need exactly ? to use SFP+ transeiver module in place of QSFP28 ??

I do not believe there is a way to convert 100 Gbps down to 10 Gbps.
There are converters that can go down to 25 Gbps.
Exactly what line cards are planned to go with this chassis?

This conversion will be done on the 100G ports of the supervisor as we only need 10G ports. for line cards, we have C9400-LC-48T, C9400-LC-48S and C9400-LC-24XS.

C9400-LC-24XS can support either SFP or SFP+.
