Why do I receive the following error when attempting to provision a new circuit?

Most likely there is a bandwidth usage issue. What type of circuit are you trying to create? For example, if there are only two available STSs in the cross connect matrix, and you are trying to create a 3rd STS circuit, you would get this message.

In a BLSR node, regardless of the line rate of the BLSR, there are only 24 unique STSs available for carrying VT traffic. This means that 12 STSs may carry Working traffic and 12 STSs carry Protect

traffic. If STS 1 carries Working traffic, STS 25 carries Protect traffic by default.

Try freeing up bandwidth by deleting unnecessary circuits.
