It's more of a design approach, you can separate optical layer and electrical layer by different shelves/devices. Subrack idea comes from the shelves subtending, NCS2000 devices support such master-slave way(Master shelf + Subtending Shelf) similar as Huawei's OSN gears, 15 sub shelves maximum.
