0 to telco operator

Two questions here about dial plan:

1. 0 to telco operator for call collect.Can I just create a route pattern 0 and then assign it to the voice gateway?

2. I'll have 9.1[2-9]xxxxxx for long distance inside the country and 9.1[2-9]xx[2-9]xxxxxx for long distance to North America.I am cencerning that there will be 10s delay when user try to use the first pattern.

The dial plan you have mentioned is what a typical US dial plan looks like. You can just create a route pattern starting with 0 like 0! and for National dialing the route pattern 9.@ can be used. For more information : check the following documents:
