4.1(2) http Cannot locate proxy which supports remote scripting

From both the console and via https I am getting this on multiple computers when I try and insert a new phone;

Cannot locate proxy which supports remote scripting. Was RSEnableRemoteScripting method invoked

Running Callmanager 4.1(2).

Via Remote Desktop I tried a reboot (this is the publisher with a single sub) and now the Publisher isn't pingable after 30 minutes...I'll have to go onsite and reboot -jason
