Is it possible for a Cisco 8845 to dial into the video of a WebEx meeting and stream the video from the phone as it would a webcam on the PC?

It's not audio only . Webex CMR will provide u videoconferencing even if you don't have TPS/MCU .

NO, Webex is audio only mixing.
If you want video conferencing you would need to look at a Telepresence server (formerly MCU).
sadly there is no all in one box that cisco provides that can do content sharing and video conferencing all in one
