911 routing to the wrong location (Cisco Call Manager)

911 for this specific location is routing to the wrong citites 911 center. We need to make it were it routes to the local 911 center. Persoanlly I'm not familar with this issue. Anybody have any ideas?

Start by finding the FXO/PRI/etc where you should be routing calls to and then follow the call flow, most likely you have misconfigured partitions and CSSs
