Hi,
If any one can tell me that is it possible that agent can login to IPCC to without using a Cisco Agent Desktop and get the ACD/ICD with queueing etc. features.

Yes it is, it's called IP phone agent. You setup a service in CCM and the agent simply login onto the phone. Here is couple of docs:
