Is there a alternative command if you don't want to apply the destination pattern command under the dial-peer voip command. What command can be used instead to call an outbound number (voip) without using the destination pattern command.

No, destination pattern is it. Please see these URLs for a description of dial peer matching and the role that the destination pattern command plays:

What about the answer-address and incoming called-number command, can they be used for dial destinations.

Answer adress sets the caller id that you want the call to have, incoming called number will match the peer but in the wrong direction...if you put it on a voip peer the peer will try to match incoming h323 calls with that called number.
