Does anyone know of a phone service out there that would allow a user to depress a service url button on the phone to toggle the auto answer feature on and off for their phone only?

Have a look at the AXL and extension mobility developer guides for the appropriate CCM version:

Depending on the version, those guides might be part of the "Cisco Unified CallManager Developers Guide " rather than be separate documents. In addition, get yourself a copy of the IP Phone Services SDK from http://www.cisco.com/cgi-bin/dev_support/access_level/product_support.
When you log in to that URL, you can select the AXL SOAP API for some sample XML files (but the dev guide already contains a sample), and the IP Phone Services SDK contains some Java and Javascript code with AXL requests.

not off hand, but that's one updatePhone /updateDeviceProfile request you'll need (preceded by an EM lookup in case you're using EM) so it wouldn't be too hard to write it on your own

Having never developed custom services for the the CallManager, can you provide me with some direction on best practice and general information you know for doing this? Also, you mention updatePhone / updateDevice - is this is a script out there already?
