Callmanager and MGCP 3660

I have configured both Callmanager 3.0(9) and Cisco 3660 with IOS 12.2.2(XA) for MGCP gateway. The gateway can see the callmanager and also the callmanager can see the router. I have also configured the route pattern of 9.@. When I dial 9, I don't get a dial tone, but if I continue, it looks like the phone dials the line, it rings then a busy signal. When I monitor the line (PSTN) that I am calling, it actually doesn't ring. When the line connected to FXO rings, The IP phone also rings. But when I pick it up. I get a busy signal.

Are there settings that I have should know?

It now calls the other end of the line. But still there is no dial tone after I dial 9. When the other line answers the phone, the call is disconnected.
