Is it possible to make calls between users on different callmanager installations using only ip networking? These callmanager servers are not members of the same cluster.

Yes, you can use an Intercluster trunk to do this.
Simply create a trunk on both clusters, the trunk will point at the IP of a server in the other cluster.
Then just create a Route Pattern that matches the extension range of the remote cluster (eg 4xxx or 5xxx) and configure that Route Pattern to use the intercluster trunk.

In 3.3: under Device -> Trunk
Pre 3.3: under Device -> gateway, then add an h.323 gateway and specify the protocol as intercluster trunk
