No, gatekeeper functionality is part of IOS. Take a look at the follwing document.

I was afraid to hear that, I also found this MCM with GK capabilities, but was hoping o use what I got.

You can go for a free open-source GK, I've couple in the past. I have to admit I like the Cisco IOS GK the best. Here are couple of links:

Callmanager is a software PBX. You cannot use it as a gatekeeper.
You will have to use a router with a particular IOS feature set and set it up as a gatekeeper.
