We need to upgrade from 9.1.(1) to 9.1.(2). We do not have any upgrade license or smartnet. Can we do this upgrade without any licences or do we need license to upgrade?

There is no license requirement for upgrading from CUCM 9.1.1 to 9.1.2, the existing licenses will take care of the upgrade. You will need new licenses if you upgrade from 9.x to a 10.x or 11.x version.
