Check if the CDR Enabled Flag is set to false for the Susbcriber (Service parameters for Cisco Call Manager on the Subscriber). If so, enable it and see if it works.
Can you see the calls are being logged by doing a CDR search based on the user extension? If so, check that you have the users associated to the correct devices in the CCM database.
If you have multiple users associated with the same device you will get unpredictable results. This is fairly common if you have an 'ac' user for attendant console. According to the TAC you can't set what user calls will be logged under in CAR when multiple users are associated with the same device.
Are those users with zero calls have no records with a certain value other than zero ?
If you found some only are zeros , this is usaully happens when you enable the CDR to log the zero records . You can disable this from the Service parameters .
