This bug has not been resolved yet. The workaround as stated in the bug is the only current resolution:

Since there is no way to tell if the CallManager has indeed done an early
media cut through or not from CER , the following work around has been
provided at this time.
A new variable "rcMAXRETRY" in PlayMessage.properties file is added. This
indicates the number of times the prompt will be repeated before the call is
ended.By repeating the prompt more than once, it is possible that the user who
picks up the phone across the gateway will hear the prompt, atleast during the
repetitions. This variable is set to 1 by default. It can be increased upto a
value of 10. The implementation limits the value between 1 and 10. To increase
the number of times the prompt is played, edit the value of "rcMAXRETRY" in
PlayMessage.properties file in cerroot/etc directory.
