What services depend on the certificate, and also if above 8.x, review the SBD/ITL documentation ot understand the correct order to follow.
Tomcat certificates are mainly responsible for handling any HTTPS communication such as Extension Mobility, any other HTTPS service, opening of web pages such as CUCM Administration etc. The only required service to restart is Cisco Tomcat using utils service restart Cisco Tomcat
IPSec certificates are mainly responsible for DRF related things. Hence, the required services to restart are below:
utils service restart Cisco DRF Master (only available on Publisher node)
utils service restart Cisco DRF Local
For Call Manager certificates, refer below:
http://www.cisco.com/c/en/us/support/docs/voice-unified-communications/unified-communications-manager-callmanager/116232-technote-sbd-00.html#anc13
Since you are not going to regenerate TVS certificates, you can follow the order like below:
Tomcat
IPSec
Call Manager
Once you have regenerated a particular certificate, proceed with restart of the required services before moving on to the next certificate. In case, you want to regenerate the certificates on multiple servers, then you can regenerate a particular certificate e.g., Tomcat on all the servers before doing a service restart.
