Cisco 7821 is not downgrading from CME 11.5

Hi,

CME ver 11.5

7821 running 11.5

I have tried to downgrading the 7821 firmware from 11.5 to 10.3 on CME 11.5.

Please find bellow commands which i have user for downgrading.
