You have to check the voice path and the T1 controllers. make sure the T1 controllers have no slips etc. Then, check all the switches and the routers in the RTP patch for
1. good QOS configs - check number of calls and no drops from the voice queue
2. No CRC and such errors
3. what is the Round trip time?
4. What is the exact voice quality problem? Do you have jitter? echo? robotic voice? clipping?
5. check if you are doing shaping anywhere. That might lead to some latency in the packets.
6. check clocking on all wan circuits.
