Cisco Webex Social notification synchronization not operational after a WxS clean install

After a clean install the initial notification synchronization service does not complete successfully.

It returns the following error:

Error in running notification service synchronization

Error in running notification service synchronization that was started by Test Test on cwsappserver.nil.si . Error: java.util.concurrent.ExecutionException: com.liferay.portal.NoSuchRoleException: No Role exists with the primary key 8910219

Addtionally, there is no Communication Manager connection from the AppServer to the Notification node.

Users are LDAP synched and present on both AppServer and Notification nodes.
