First to start with is the web server. Could you kindly confirm that the AXL Web Service is up and running fine? This you can check by: "Go to the serviceability page ---> Tools -->Service Activation". Check whether the service is running fine.
If that is running fine, please send us the AXL traces after reproducing the problem. Kindly make sure to send the correct time stamp and other details like whether this CCM is a PUBLISHER or a SUBSCRIBER.
