I just found in release notes for 2000-2-5 out that there is a bug......
· Cisco CallManager version 3.3(2) cannot be installed after running this upgrade. CallManager 3.3(2) does a pre-installation check for Windows 2000 Service Pack 3 that will fail once Service Pack 4 is installed. After you have installed CallManager 3.3(2), it is safe to run this upgrade (CSCeb29886).
If you try to view the bug it doesn't show it.
Quickest way is to flatten the server and start again - but this time install CM3.2 before upgrading the OS.

i can't run 3.3(2) installation on win2k (os 2000-2-4) too.

Yes, the Service Pack 3 for the Windows 2000.
Win-os-upgrade-2000.2.5 installs Windows 2000 Service Pack 4. Read the release notes for win-os-upgrade-2000.2.5. You cannot install any version of CCM v3.3.x with win-os-upgrade-2000.2.5 installed.
Before CCM v3.3.x installs, it checks to see if Windows 2000 Service Pack 3 and ONLY is installed.
This happened to me. Your only choice is to start from scratch and load win-os-upgrade-2000.2.4, CCM v3.3.x, then load win-os-upgrade-2000-2.5 and win-os-upgrade-2000-2-5-sr1.
