I want to create an internal Voip (no outbound or inbound calls) just internal calls with Tele-presence.
Does anyone see any issues with this using UCCM?

Not really - other than suggesting that the first time someone uses the system, they WILL want to conference in an external person on a mobile phone or other external line.
Not everyone will be able to make it to a meeting room, so they'll want to dial in.
Always happens, no matter how much you tell people they won't be able to do it up front. And it's always someone important who wants it.

This is for a lab environment only. Just testing stuff. For about 4-6 engineers to play and test with.

I'd strongly recommend you try to get hold of a 10.5 NFR pack, that includes all the servers and licensing for CUCM and all the other bits you might want to play with for conferenceing, interop etc later on.

No, the preferred architecture does point to using CUCM as the call control agent, and then integrating TMS/Conductor/MCU/TP server as necessary depending on your needs.
