CUCM Sip trunk problem with CUBE

CUCM 10.5 is set up with a CUBE for PSTN access.  

Connectivity between CUBE and CUCM is a SIP trunk.  

If the sip trunk is set to require an MTP on the CUCM end of the sip trunk, then incoming calls work properly, MOH works, hold works, etc.  But.....no outgoing calls will work.

If the Require MTP checkbox is unchecked, then we can make outgoing calls and get incoming calls, but hold is unreliable, and MOH doesn't work.  

What am I missing here?  I've been troubleshooting this trying different things for hours and am somewhat stumped on where to go with this.

Cliff,

would it be possible to add a debug ccsip to the post?

These sorts of issues related to MTP sometimes are caused by early offer/delayed offer differences on in and outbound calls legs.
